We are seeking a Chief Development Officer (CDO) to lead greenfield/brownfield development on a multi-gigawatt portfolio of gas fired generation assets across multiple U.S. markets. The CDO will operate as both strategist and executor—overseeing all facets of greenfield development, including project siting, fatal-flaw analysis, interconnection strategy, permitting, and the coordination of third-party engineering and environmental consultants.
Working in close collaboration with a multidisciplinary internal team, the CDO will configure project specifications to align with the technical, reliability, and commercial requirements of hyperscalers, high-load customers, and merchant market participants.
This role is ideally suited for a senior-level project developer who has led the full lifecycle development of utility-scale power projects, preferably combined-cycle and/or cogeneration projects and can maneuver across engineering, permitting, and commercial functions.
- Lead full-lifecycle development of combined-cycle, simple cycle, and co-generation projects.
- Identify and evaluate new development opportunities across markets including, but not limited to, PJM, ERCOT, NYISO, and NEISO.
- Conduct fatal-flaw analyses and conceptual design reviews to determine project viability.
- Identify and mitigate interconnection, transmission, and environmental permitting constraints.
- Oversee the development of conceptual layouts and capital cost estimates to inform early-stage project screening.
- Coordinate with internal stakeholders to ensure cross-functional alignment and effective communication.
- Leverage in-house gas reserves and midstream assets to structure cost-advantaged fuel supply arrangements.
- Direct external consultants in preparing and securing all required local, state, and federal permits.
- Develop constructive relationships with regulatory bodies, landowners, and community stakeholders.
- Establish and manage relationships with EPC firms, OEMs, and owners’ engineers, ensuring each project is configured to achieve site-specific reliability and efficiency objectives.
Requirements:
- 15-25 years of experience in utility-scale project development.
- 10+ years of experience in CCGT or CHP development.
- Proven ability to assess project feasibility and execute disciplined capital deployment.
- Demonstrated success of delivering gas fired generation projects.
- Completed projects in PJM and/or ERCOT are required; experience in SPP, MISO, NYISO, and NEISO is a plus.
- Demonstrated ability of strategic thinking, working autonomously, and building internal capabilities and external partnerships.
- Utility-scale renewable energy is acceptable, in conjunction with GFG experience.
